Kaiser Billing Saga continues

As of today, I’m back in the position of getting no where with Kaiser.
Just know, I love Kaiser’s facilities, most Doctors & Staff, their system has been wonderful especially when you truly need medical help. They provide wonderful care most of the times. Billing is out of control if you have a Deductible Plan.
Since early 2007 to now, I’ve gone through Higher Deductible Department (HDD), Membership Services (MS), San Diego Member Case Resolution (Local MS)– which sent me to a supposed review board for a waiver (didn’t ask for), denial of waiver(which I never requested), denial of getting information in writing from the HDD about where my $298 payment was applied, Local MS sends me to Department of Health Management (State HMO Enforcement) because they can’t do anything for me to insist HDD provide me accurate billing information, which now Local MS Rep. will only refer me back to HDD. Doing that creates the continuous circle and literally tortures me and Kaiser reps having to explain how I met individual deductible with my son’s surgery, and then meeting family deductible with my husband and other son’s office visits and labworks, basically going over a years worth of payments not adding up with billings, to final bill in December $298 not being applied properly or at the least…Kaiser’s unwillingness to provide an itemization to me for what my payment covered.
Here’s my circle with Kaiser.
Kaiser says,”You owe; your payment didn’t cover these bills”.
I say, “I’ve paid it; here’s my proof of payment, please give me written proof of what my payment was applied to and/or explain to me what it was applied to.”
Kaiser says,”Sure, I’ll mail that information out to you right away!”
Weeks later, I get their information which isn’t related to my payment whatsoever.
I call Kaiser back again and repeat the drudging circle again.
Here’s the only resolution possible at this point:
I need one person to handle my account for this 2007 situation, go over all my billings for 2007 that were paid for again, put this in writing, explain to me where my $298 payment on Dec. 18, 2007 was applied (in writing preferred), and then we’ll have a clean slate for 2007.
I’m really dreading dealing with 2008 now if this hassle is a normal procedure for Kaiser.
If you are from Kaiser and have some power to help me have a specific representative to do this, please help. Please Don’t fall prey to Deductible Department’s excuses that my payment didn’t cover the bills, get proof of what my payments did cover for the whole year. That’s the part they aren’t willing to do. That’ll be the only way to resolve this frustration for Kaiser and me. What’s due and not due will then be truly verified.
I’d be willing to sit down with one more person, go over my bills chronologically and compare to all my receipts of payments to finalize this frustration. According to Kaiser Reps in Deductible Department, that isn’t possible… I just owe. Wow…unfathomable.
Is this so unreasonable to request an itemization of where a payment was applied? At this point, I’ll need an itemization of all 2007 billings, all payments, and credits…just to know where I’m at.
What is your opinion on this situation? Please feel free to share your comments. I’m willing to hear advice from anyone on what to do with this.
